Florida I-4 Ultimate Improvement

T2ue provided extensive Subsurface Utility Engineering (SUE), Utility Coordination, and Surveying services as part of the P3 team working on this signature project.

As a member of the I-4 Ultimate design-build P3 team, T2ue provided substantial Subsurface Utility Engineering (SUE), Utility Coordination and survey and mapping services to this signature roadway enhancement. The $2.8 billion project included the reconstruction of 21 miles of I-4, including four new tolled express lanes integrated with existing general use lanes. The project also consisted of 140 bridges (widened, replaced, or newly constructed), two pedestrian bridges, one pedestrian tunnel as well as 15 major reconstructed interchanges.

T2ue operated as many as 16 SUE field crews at the same time along the project corridor to complete more than 1,200 test holes in just four months. T2 Utility Engineers' team was the central coordinator of all field activities. Through our project manager’s leadership, we streamlined operational and communication procedures to expedite work order requests.

Our Utility Coordination team managed a total of 41 utility owners and more than 4,000 utility-design conflicts that were identified within the 21-mile limit, from water/wastewater, local, long-haul, and cable telecommunications, as well as distribution and transmission electricity and gas.

Our familiarity with the corridor and strong, existing relationships with utility owners enabled us to rapidly obtain records, develop complex conflict matrices and negotiate and mitigate conflicts effectively and efficiently. The mitigation strategies that T2ue implemented saved approximately $20 million in utility relocation costs.
